Seinfeld, like a lot of older shows, used a live audience present in the studio during filming to supply the laughs. It's not exactly a track at all, it's just the ambient sound in the room during this conversation.
Watching the director commentary on Newsradio they actually discussed that the audience for all those sitcoms (at least on NBC) had crowd mics to capture the laughter and I guess the showrunner in particular hated dealing with them because mixing the volume always ended up being a pain in the ass.
Is it just me, or is Seinfeld's character overly dismissive of Eileen's ability to recognize that a guy was, at minimum, flashing her and possibly getting ready to sexually assault her? Did he really? Are you sure? Fully stating that he thinks she was mistaken about the situation. I'm old enough to have watched this show on prime time, I'm glad this humor is gone.
Also, I like @OPs post. It shows the potential fear and danger felt by both parties. They want to trust each other, but they each have reasons to be scared.

I can agree with her for written language but spoken English allows for greater flexibility in grammar as a result of vocal and also contextual expressions brought across by supportive communication systems like body language, circumstance and facial expressions. I forgot the word for it.
