As an actual electrician I would say you actually don't need one for this. It's just a matter of flipping a breaker and asking "ok who lost power?". It's completely safe if not annoying.
Pro tip plug in a lot of lamps/fans/etc basically anything that's super obvious when it turns off.
The best thing to do right now is prep for future issues. Flip off every breaker & turn them on one at a time after you verify which room/section it powers. Get a clipboard with a sheet of paper and write down what each breaker controls. I would also number each breaker, so you can assign it to the room/section on your sheet. I don't like that small printout where there are several same items labeled.
Also depending on your type of water heater, you may or may not have an electric starter.
Right. The table on the door at the top-right side of the image isn't specific enough. I would add a schematic of the plant and a map of the house. But this means at least a day of work by a specialized person, in the hypotesis of having already schematic and plans.
I got a label maker and printed out numbers for each breaker. Then I used an excel spreadsheet to fill in what I wrote about each breaker. Then I printed out the sheet, inserted it into a document protector and taped it inside my breaker box. I've done it that way for decades.

Not all of them do, some have manual lighters that don't need electrical hookups.

even a gas one requires electricity to run. I'd actually test to see what 17, 19, 20 are hooked to.

They make a tool that plugs into an outlet and puts a tone on the wire with a wand that sounds off when on the correct breaker...
