Well they used a whole bunch of real chrysler imperials for the greenhornet movie. So much that theres hardly any left according to producer

It crumpled the front of the car, it was *definitely* hard enough that they should have gone off.

That impact doesn't look hard enough to slam the drivers face into the steering wheel, hence no air bag. It crumples to absorb impacts.
The only way the airbags wouldn't trigger in that scenario is if they've been modified or disabled.
Typically, a front airbag will deploy for unbelted occupants when the crash is the equivalent of an impact into a rigid wall at 10-12 mph 1/
