59 pidgey, caterpie, or weedle is the safe amount to maximize leveling. you can technically get 60 in there but you might be pushing time

Leave them as is. It's cheaper to evolve Pidgeys than pidgeotto.

To expand: You only get 500 xp for evolving no matter how many candies it cost. (Unless it is a new Pokemon).

Lucky eggs give double xp for 30mins. This helps maximise xp. Pidgey/Weedle/Caterpie's are the easiest to evolve for xp and easy to find.
