By "solo" he meant you dont "have" to team up with anyone, not you can choose to play alone.
You can play solo, but you'll still be in servers with 'dozens' of other players, and PVP is always on. Private servers arent in at launch

From what I understand you can run your own private server if the basis of the game bothers you. Otherwise wait for Fallout 5.
No, you can't. The game is "Always Online".
No it's not. Todd Howard confirmed that PVP is always on, there's no passive mode planned, but they are trying to 'limit' griefing.
Which is damn near impossible without whitelisting players on moderated servers.
Basically. It'll almost definitely be a griefing shitshow until private servers arrive "sometime after launch"
