That is a "Hydrofoil-Board". You basically pump the fin downwards with your legs and as long you're pumping, it will go on forwards. Nope i never done it, but i also am fascinated by it and they're kinda popular at lakes around me.

Hydrofoil boards also called “lift foils” … the manually powered ones are still very expensive at around $2K USD.
My brother built one. We tried it at his house on the lake.
It’s quite the workout to keep “humping” to stay afloat and in motion.
I’m quite the lookie-loo … any pause to look at something cool and “oops” you’re down in the water.
A motor is much easier to use but adds $5K to the price
