Everything counts, but telling individuals to stop is ridiculously inefficient. Contact industries / govs to add regulations on the sources.
It works with recycling, why shouldn't it work with individuals?
Individuals use the recycling systems put up for them to use to send in recyclable materials to processing plants, which is different.
