Steam is pretty bad at making updates to very big files. Basically copies it, then writes which depends on your HDD speed 1/2
It also takes a lot of space on the HDD. Payday isn't the only game with this steam problem, Path of Exile has it too for example

My download speed is pretty good,it took about 3 hours to download and install,I just dont get it,every other game is fine.

If their servers are fine, then why are the downloads 20 times slower during events/day of patches?
