I-think it is there to weight the structures down during high winds. Doesn’t need to be so thick just for stealth reasons

My thoughts: It keeps snow from accumulating, but it does allow it to melt a bit so it doesn't pack.

It's called a Gabion iirc: https://en.wikipedia.org/wiki/Gabion Work as walls for motorway cuttings, also works well as protective walls 1/

My only thought is maybe it’s to cover/protect pipes & wires. But it also seems like it would trap moisture on top.

I still don't get it. Extra weight, not water tight, limited lifespan (fails when the wire fails, up to 50 years.)
