As someone who works with oxen and horses and has spent a long time researching draught work: there is no reason here to overload them.
1) How do you know the driver's story just from this photo? 2) If it's serving the purpose to lighten the load, then they aren't overloaded.
The oxen STILL have to pull more weight. Just because it's less on their back doesn't mean it isn't still a hard to pull load for them.
Of course but the load they can pull may be more than the load they can bear. My point is, we aren't there to assess any of this.
