Temp survey marker? Just guessing, 'cuz it's painted blaze orange on the cap. Like a peg to drive into the ground for transit tripod positioning purposes or something, I dunno.
Maybe it's a linchpin for some mechanical transport. Is it hollow? Is there a road nearby? is it on or near a property line, state line or county border, etc.? Any other proximity or location clues?

Unsure if it is hollow, partner left it be after inspecting. Found in the middle of a state forest, no roads nearby, but often frequented by dirt bikes and dog walkers. Also get some crime out here like dumped stolen cars.

State forest land strongly suggests that possibility. I was imagining a linchpin for a trailer swivel or other hinged mechanism.
