I'm going to make an assumption and say that shes buckled down to the seat. The vertical strap on her right looks to run under her leg, and you can see a bit of black connected on the other side. Although I could be wrong, and her parents are complete Muppets. It's ALL in the realm of possibility.

Even ignoring the possibility of being thrown, that child looks too young to maintain that position for any length of time under their own power; even on dry land it’s a matter of time before they tumble off that bench, and frankly I’m not sure you could even get the shot before they did. Of course, tying the child to the seat is a very bad idea if there ever becomes a need to suddenly leave the ship...
Not alone man. In MY opinion I'd never let a kid that young on a boat to begin with. Way too many ways that can go wrong, idk, maybe I'm paranoid. Just not worth losing a life over.

That kid is of the age of a kid that needs a parent in range pretty much constantly. Doesn't really matter about speed or location- they're on a boat and that's a sack of self-preservation free humanity. Kids are durable, but there is no reason to test any of that.
