I've been doing environmental cleanup for decades and small amounts of hydrocarbons in soils not subject to significant water transport will adsorb and break down before diffusing anywhere if a) the source term is small, b) the water table is not especially high. I'm not saying it's best practice, but small spills (a fraction of the RQ) are often left to take care of themselves as long as there is no sheeting or other chance to penetrate to a waterway.
