His eyes may be entropion, which means the eyes kids curl in and poke his eyes. Very common in Shar Pei dogs. Has to be surgically fixed.

Shar pei are known to have eyelashes that can turn inward. It's part of their wrinkly-ness. It can absolutely cause eye irritation.
