This seems utterly complicated being you can run LEDs with the existing Voltage and some resistors.
There is a lot of redundant security in traffic lights, making sure that two crossing lanes don't have green at the same time, etc.

Judging from the size of those parts, it's not quite large. Those ICs are like 5 or 6 mm and the leds are 3mm.

In the US it is entirely dependent on the owners of the signals. There are GPS, LED, radio and even audio based Preemption sensors.
