The wire pulls the cloth around the pole, back toward the hand. It happens so quickly that the camera does not really show it.

The hankerchief has a ring on a springy string that snaps the whole thing to it. He holds it initially at two points. The ring and bottom
He extends it so that the string is exposed. He then reaches around the pole and grips the "top" of the handkerchief. The string makes a "V"
The trick isn't that you pull the handkerchief through the pole, but that the string whips it around quickly and back to your hand.
