You can tell they're jumping on before the train stops, presumably so they can get seats. Towards the end of the clip, the train has slowed to a complete stop.

As someone who used to commute by train with a backpack I suspect it's so they can sit down and claim a seat quickly. If it's on your back when you get to your seat you need to take a second to swing it off before you can sit down. They look INTENSELY competitive for seats, so I bet this is a way to get in the seat faster. Also it prevents anyone from grabbing the handle and yanking them backwards, which I imagine might come up in such a competitive setting.

It is so they can leap into a moving train without someone else competing in the same sport being able to conveniently yank them back with a handle, so they can sit down and get up quickly without having to take the pack off their back and yeah pick pockets and molesters in a crowd trying to twist your nipples off are somewhat deterred by this too. I don't actually know what is going on through these people's minds, that's just my best guess.

No, there is not. Firstly, it’s a deeply religious country (Hindu, Catholic) and anything to do with sex is a taboo subject. Therefore contraception is not often utilised. Poverty runs rampant so a lot of people simply don’t have access to it. The leadership in India cares very little for its people. There are no resources offered for people of low income or living in extreme poverty. Hence not a financial burden to warrant doing anything from a government level to curb population growth.

If resources run out then they run out. A lot of Indians then use their scrappiness and connections to find a way to make a living, even moving to other countries. The people left behind suffer with inadequate resources

My acclaimed teacher from Canada (Born Muslin Indian) had to go back to India to help a teacher because an "Untouchable" woman had been hired as staff at the University of Dehli and "untouchable" students had started learning there. There had been 30 rapes the first day, with teachers doing nothing. the untouchable teacher was being abused by students (Some throwing cow blood/heads at her). So she had to go and throw international shame to get them to act to protect them a LITTLE BIT.

Untouchable meas that person is so low in the cast the highest cast members literally cannot touch them (or let their shadow fall upon them) without having to go clean themselves or risk their bad karma rubbing off. Students were getting raped, the staff said none were reported, and beat anyone trying to report them. She was an award winning, respected academic with a LOT of international support, she basically went in and acted as a trusted witness, forcing the staff and police to act.
