radioisotope generators are pretty neat, but we wont see those generating steam on Earth any time soon. The Mars Rover likes em though! =]

I was thinking more a standard fuel generator as seen on the Doble steam cars. Run it on a renewable hydrocarbon or wood and its C' neutral.
