Quick correction, as you're miles off. Modern cartoons vary from 24-12 fps. Old ones from 24-6 fps. TVs show a ratio up to 50hz or 60hz.

All films apart from the Hobbit : 24fps. The Hobbit was 48fps.

There's no cartoon I'm aware of that goes above 24 fps, barring some art pieces. All TV shows are broadcast at 24/25 fps.
