Its a penetrating oil. Flex trowel is the way to go. Pushes oil into grain further. You buff streaks out w/ clean rags. Apply w/ squegee? No

We used an 18" squeegee on a long handle, so you could work standing up. That's why I can still climb stairs at 70...

With the grain always and should be using a T-bar pole. Work smarter not harder.

A buffing will not remove the streaks in the finish, or oil, or whatever this is.
