The actual reason is that the big stars initially planned for the film (Reba McEntire and Kevin Bacon) had other commitments after production was greenlit.
That meant the income expectations and budget got cut too, so the script was tweaked (but not expensively rewritten) to make it cheaper. Notably, Burt’s infamous over-exaggerated munitions antics got cut back, drastically reducing the effects costs.
