That... is not true. No candidate is permitted to keep PAC funds after a campaign ends. They are not permitted to use them for personal uses during the campaign either. They must be used to pay off debts first, then anything left over can be used for future campaigns, spent on someone else's campaign, or given to charity. The latter is the real problem as plenty of rich people have "charities" that only benefit themselves or their families.

Yes...but, what they can also do is "self finance" their campaign, which comes with the great benifit of telling people you "can't be bought" but treat that as a loan and even charge interest, then pay yourself back with the PAC money (including said interest)!
