The Presidential Records Act (PRA) was passed in response to Watergate to prevent another Nixon from taking stuff from the office and hiding his crimes. So the PRA actually clarifies that all documents belong to the National Archives. It doesn't protect Trump. Trump violated the PRA *and* the Espionage Act *both*. He's Nixon times 100. Remember that Nixon hid audio tapes and covered up his thefts. The Supreme Court case US v Nixon also ruled that Nixon had to surrender the smoking gun tapes.

Yes, and the PRA is a a fly OPPOSITE of how trump explains it. It requires that all communications done during work for the people be preserved, not altered nor destroyed, and handed over to NARA custody (NARA takes custody but then the papers go to a presidential library, staffed by NARA employees but headed by someone the ex-president selects).

Why would the law need to change? The law is pretty clear, he violated it, and the prosecution has begun. Laws are working as intended, though I wish the process was a bit faster. Swift justice is so sweet.
