One of their favorite things to do is to lock people out of parts of the game (online casino for example) should they not be happy that you are doing that instead of buying shark cards. They then say there is no way to unlock it, and with no timetable, and their solution is "expand your gameplay."
This is just one of their crappy practices, many of which involve manipulation of their fan base to get them to continue spending money on a decade old game.

Not saying you're wrong but did a cursory glance online. So far there seems to be two explanations for that. Region locking the gambling for countries that dont allow gambling even in video games, and banning for supposed or confirmed use of glitches. Seems at least apparently logical.

Yes, they region lock them. That does not explain them locking people out who don't fall under those categories. I have so many different emails from them saying "it'll will come back for you but we can't give a timetable. Please expand your gameplay until then."
All the while my son next to me has full access. This "region locking" thing is their generic response initially but if you keep asking they'll "look into it" and let you know
