Meowth has translated for other Pokémon many times. It seems a lot are quite intelligent, just not good at human speech.

Quite a bit of the others are intelligent too, both in the games (Lapras and Oranguru being examples) and in the anime (like Mewtwo).

The only one I wouldn't count is Mewtwo since he is man-made and not naturally occurring.
