Before it was a greeting, "hello" was an exclamation of surprise, like "hello, what's this now?" They weren't actually addressing the object of surprise, but since it could of course be a person, just as you might give a cheerful "oh shit" to encountering someone you hadn't seen in awhile, this reaction developed into a greeting.

At the advent of the telephone, "Hello" won out over "Hoy hoy" as a the preferred greeting. Shout out to the writers at The Simpsons for having Mr Burns utter "Hoy hoy" as he awkwardly fielded a call.
