Could be a lot of reasons—I imagine it's a risky surgery on someone so young so if they're too old or smoke or anything like that the surgeons might not want to risk it. Having a young, ideal donor might have been the only way they would go ahead. Often, doctors and hospitals don't like taking cases where people might die—even if they'll die anyway—because it doesn't look good on paper in this orphan-crushing hellscape.

I think it's more that allergic people tend to not be pushy with cats, and don't try to pet them without the cats approval and they often like that
