I've seen that stuff hang around for minutes at a level to impede vision on days where traffic is slow and there is no breeze (they will dump as they beat/run a light and it just hangs around as traffic starts moving slowly again).

Nope, typically blue smoke is what you'll see with an engine problem. It takes a decent amount of work to make a modern engine spew black smoke like that, and all just because these guys want people to give them attention

Not always, on a diesel engine certain failures of the exhaust system can allow the soot to freely escape creating black smoke, it won't the plumes coal rollers put out, but still black. Coal rollers are, to my knowledge, all diesel vehicles with most of the EGR and DEF systems bypassed on a switch.
