What I like about this is that as an EU citizen, OP can simply move to Malta and start living and working there, and after four years simply move back to Ireland, and that's pretty much all there is to it. I think Malta has a requirement to get a local ID card after three months. I am so used to moving freely across borders in Europe that having to apply in advance for permission to enter a country always feels outrageous.

The coverage & standard are roughly the same across all countries. Visitors are covered like residents (i.e., home transport must usually be covered separately).
If you decide to take up residence, you're covered like other citizens from day one.

what is there to "sink in"? Europeans are generally aware that the US is a big patch of land and well... yes, you can move within your own country. So can any citizen of most countries in the world. This was about the freedom to just move between 27 different countries. No point in comparing this, and its not a competition either.
