I do believe we need a better licensing program to own firearms. And it should be illegal to build one from parts.

It is illegal to build one from (home made) parts. A legally built gun will have a serial number on the firing mechanism, I believe. Federal
Law requires it. It may be a different peeve, but it's required either way. They also ruled 3d printing a firearm is illegal.
I didn't know that. I just know personally people who buy parts and assemble rifles.
Modify drum mags and that's in CA.
