IIRC they don't use the bulk liquid in the blood substitute they use a fluorocarbon emulsion in saline carrier. This avoids your 2 problems.

Only with extreme heat. Breakdown products are only a concern in situations like Teflon (PFTE) burning. PFCs don't breakdown in your body.

no, because breathing liquid puts undue pressure on the diaphragm that it wasn't designed for when your lungs fill with the liquid and 1)

Air has a density of ~0.001 g/mL. Compare that two this stuff which has a density of ~2.0 g/mL. It definitely wouldn't feel good.
