Most german cars bolts get torqued to 130 nm.

Hmm. The torque chart at my shop is mostly 89 for Audi's and vw's and up to 110 for bmw and Mercedes. Not saying you're wrong, just 1/2

The digital one I have can also do TTY(torque to yield) for song head bolts. It also can switch from inch pounds to foot pounds to nm.

It's only illegal if they claim to be accurate. It's still, technically, a torque wrench. You just don't know what torque it decided on.
