Not to go against the gain of conversation here, but i worry about the long term impacts of this if they continue to fail audits. I would think that eventually the DOD would reach a budget point that they could no longer fund itself. I would like to be better informed before i decide if this would be a good thing or not. With that said, i do agree with the root premise. The DOD needs to pass its audits, hard stop. It should not take this long to gain compliance. Especially with that budget.

I worked in the DoD. Every quarter was "we've got too much money; mandatory overtime" to burn the budget. Suppliers charging 10x the actual cost for everything just because it was the government buying. Insane amounts of waste, fraud, and abuse.

The problem is that some financial allocations are classified so auditors normally don't have the clearance. You would either need more auditors to compartmentalize certain budgets, of give them full access which would become a security risk.

Took a project mgmt class from a former pentagon kernel that was in charge of multi-million-dollar training programs. He said main issue w pentagon was poor project mgmt mixed with politics. EG: you need $1M for a project over 2 yrs. But, if you don't get it all up-front, they keep asking you to fight over getting the next part of the project budget. So, they just ask for the funds up-front. And nobody gives cost savings back lest funding get cut next time. Basically he said you have highly 1/

technical people and highly military-trained people trying to dumb ideas down to politicians who don't understand in order to get the money to do things. So, everyone learned to game the system & politicians, some for the better, some for worse. I worked at a company that was doing a massive buildout for the Navy/Marine Corps, and we had base commanders (already earning military salary) getting hourly pay for the project to "make it run smoothly". It's all wheel greasing and games./

Hold the contractors accountable to their authorized funds rather than letting them go over budget again and again and again without reprimand. Also, this shit happens when half the people accounting for assets are under 23 years old.

DoD doesn't turn a profit, and it's their budget at issue. The underlying problem likely includes some 'creative' accounting from vendors, but it is DoD's responsibility to sort that shit out.

While I personally would prefer social spending than killing people and enriching bomb makers, in fairness Medicare/Medicaid spending equals the entire budget of the department of defense most years. They both run in the hundreds of millions of dollars annually. Also in fairness, neither of those numbers are the entire bill for social programs or "defense" spending, just the single line items, and the DoE, Homeland security, etc are fast larger than the rest of the social programs combined.
