W/o any real knowledge I would guess they work like cisterns for collecting water, but not sure, so don't take my word for it...

You are correct! The basic idea is that monsoons dump lots of water into the hole, and the steps make it accessible until refilled.

My guess is surprisingly few. People don't often go right up to ledges without railings.... Look at French castles for example!
