Fake owl statue works well. We got one with a moving head and it scares most other birds of prey away. That and add blue dye.
The dye tricks birds into thinking its not a real water source so they won't bother trying to hunt in it.

My dad spent 100's of dollars on koi and they kept disappearing. We put a camera out there and caught a snake eating our fish.
Not only that when the winter would come around and freeze the pond and every spring it would melt and the fish would still be alive. Haha

Netting is kind of a pain and doesn't always work. We solved this by just providing plenty of places for the fish to hide.

My family used to have a koi pond when I was a kid. If you want to keep the herons out but don't want to set up an ugly net, put poles in
the ground, then tie fishing line around them so that it's about 1 to 2 feet off the ground. Also it helps if your pond doesn't have shelfs.

Yeah my aunt had her koi carp eaten twice caus of otters. They eat everything but the skin. Basically leave a fish sock in your garden.

@OP If the pond is deep enough (more than 4 ft) and there is some kind of hiding spot at the bottom fish will naturally hide from predators
3 feet or so, and I thought they'd hide near the pump and such at the bottom, but I guess it wasn't enough
