I'd still say right. If the bus brakes hard you can still fall from your seat, but you won't get whiplash from it. Here the bus just stopped

School buses also have a lot of mass that means in most collisions they wouldn't be effected as much as say... a small 2 seat coup.

in the USA I have never seen belts on city buses or motorcoach. School buses have them though. At least in my town they did.
