"Anything" is super subjective and there's nothing in the law that says the interior lights of a vehicle can not be on while driving.

It’s an aging issue. Today, the glare from a task light makes it much harder to see clearly at dusk and at night than it did 20 years ago.

Honestly? It IS very distracting, and decreases visibility. If you're already uncomfortable on a dark road, I can see it being a problem.
