Water is pretty dense and offers a good amount of protection. Bringing a ton of lead shielding has the problem of tonnes of useless weight.

Half-value thickness of water shielding is about 10cm compared to 2cm of steel or 1cm of lead for a 1 MeV gamma. Way too bulky and heavy.
