I've seen HTML do many odd things over the years. Yet I don't think it will work for anything approaching an OS. Last off project I saw was Crosscode and that game required some C and Java in the end.
My understanding is that efficiency is only partially relevant. If something can even remotely be done, you can be sure some nerd will do it, just for fun.
