Pretty sure when I've been arrested, they took everything from me. Hair ties, body jewelry. Not to mention if you go to gen pop

While I'm sure there is a grain of truth in this, I'm dead certain that the actual reason is 90% vanity.

Everything is confiscated upon arrest, and if you're in jail, you're not pawning anything.
But when you get out, you get your belongings back...
