The US isn't capable of bailing anyone out right now. They are less solvent than a crack whore. The money being spent on the war with Iran is money they don't really have...and without oil transactions happening, the USD will go down faster than said crack whore.

No one is sure why they are doing it. JPY is pretty stable and the rates have been low(~1%) for decades. Organizations buy up or get loans in JPY and spend it elsewhere.
