He's telling them to fix his fuck up in Iran or deal with the consequences on their own, without US help.
He's not instructing them on how or where to purchase oil.

Yes, no one is going to war to open the strait. It is more likely some diplomatic agreement with Europe will come from it what will further sideline the US, like just agreeing to pay for oil with Yuan plus a strait tax.
