I love planted tanks. Is that a layer of dirt below the gravel? (Walstad method?)

So its a second hand tank that I did not nuke from orbit the way I should have. I believe its just inert sand. Im fairly new to the hobby, my friend who gave it to me couldnt tell me for sure
