It's simple math. If a corporation can increase profits by single digit percentage points by cutting corners, and the worse repercussion is a possible recall that costs a fraction of said increased profit, they're going to cut those corners. A little bad PR is nothing when these corporations own a monopoly on their products and know that the news cycle will only last so long. Regulations force corporations to do the right thing because they have shown to be unwilling on their own.
