The stereotypical "pirate accent" is a rural accent from the West Country of England, popularized by actor Robert Newton in a series of films around the 1950s, especially his portrayal of Long John Silver.
Pirates would often operate with written articles that gave rights to crewmen who signed them, such as specifying their share of plunder, and a vote on decisions like officer promotions - more say than they would get in, for instance, the Royal Navy, although they were still expected to obey orders.
