My dad found this in circulation, and noticed the color was a little off... upon closer inspection

Silver Certificate?
From the Silver Standard times. You could go to the bank and get a set amount of silver per dollar. Did you know these were shredded upon redemption?

This era of silver certificate was produced from 1934 to 1963, and became unredeemable in 1968 (acts as a normal bill).
It's legit, I think.
Watermark, blue seal, etc.
