Now my car is down and I have no way to continue working. How the hell can i get the state to pay for damages THEY CAUSED. (was told this is a state main road, not city)

You can get them to pay it's just not easy. File a police report and talk to the town office about who to contact. If that fails, sue.

just file a claim with the city or states legal/liability dept. Don't expect any fast or quick settlements. And expect this 1/2

they'll state that if it was a main road that their not liable since they were clearing the roads from snow for emergency reasons

I'm used to dodging pot holes since I live in PA. We don't get many rocks in the middle of the fucking road. Best of luck to you OP.

It was from the manhole. I drove over it, it see-sawed up from my tire and caught my oil pan. ripped it OFF

I stopped. Before I turned off the car, I heard a quiet rattling. I should be fine, because im sure it was because it drained the oil.

If you stopped quickly that was just the valves clicking as the oil emptied, but they still probably had enough residue to keep them from 1/

being permanently damaged, you have a good chance that it only cracked the oil pan if nothing else seemed off. New pan+oil/filter.
