Maybe, but remember Elon fired everybody who knows things and are giving orders about things he clearly does not understand. This level of incompetence is somehow expected in this case so it could be real.

No, nothing about this is vaguely real. Ask anyone who uses okta. Okta is an authentication platform and this is NOT how it works. Anyone with 10 minutes of IAM experience knows this is BS.

I have admittedly no idea how okta works or what it can do, but I assume it can be customized to provide arrays together with the user depending on which user it is, seeing how my own login system does something similar to create operators and admins for a robot interface.

That is authorization, not authentication. Okta relies on PlainID for fine grained authorization and this is not how it works. While you could implement the word block list via these products, you never would because it would be astoundingly inefficient. The APIs that deal with text processing of tweet content are deep in the bowels of Twitter, not on the edge at okta.
This troll is relying on people's lack of expertise in a highly technical area to create doubt where there is NONE.
