England and France declared war with Germany after their invading Poland in 1939. Korea and Vietnam were about communism. It doesn't matter whether you are a net exporter or a net importer, everyone pays about the same amount for oil and gas because those are globally traded commodities. The only thing that really changes is the pocket where the money ultimately winds up.
An export tariff won't really change that, it'll just mean the government gets to charge the company exporting the oil a tax on it. So they'll probably raise all their prices in response, because oil and gas are traded and shipped in bulk.
