Windows 10 is a catastrophe that needs to be shot in the face, burned, and the charred corpse dragged along a highway till it's dust.

It could be a Windows Defender thing. I had a similar issue with a new hard drive and disabling Defender solved it (obviously replace it).

Usually this happens, if it is not a HDD issue, when "windows search" is enabled and running. It is a Win 10 issue. All you need to do -1

type "services" in the search bar on the task bar and look for "Windows Search" in the desktop app "Services". Stop and disable it.

This will affect indexing so future file searches will take longer but will still work.
